If you are not satisfied with
the results of the Administrative/Initial Review, you may request
an Administrative Hearing either in person or by written declaration.
You must request an Administrative Hearing within 21 days of the date
of the Administrative/Initial Review decision. After 21 days you are
no longer entitled to an Administrative Hearing.
State Law Requires that you pay all fines owed on the citation before
you can request an Administrative Hearing. If the Hearing Officer finds
in your favor, you will be issued a refund.
What Happens At An Administrative Hearing?
The Hearing Officer will be provided with a case folder which contains
all information relevant to your citation, including:
A copy of the citation
Any correspondence received by the City of West Hollywood concerning
the citation
The results of any investigations conducted during the Initial
Review process
A complete history of all calls received and notices
sent
Hearing Officers will review this information, and will also listen
to your explanation of why the citation should be dismissed OR read
your Written Declaration. You will be notified by mail of the Hearing
Officer's determination.
If the Hearing Officer determines you are not liable for the citation,
you will be issued a refund.
Requesting an Administrative Hearing
An administrative hearing will only be scheduled after an initial review request has been completed.
You may request an administrative hearing online, by phone, or by mail.
Request by Mail
After you have received the result of the Citys initial review
by mail, you may request that your citation be reviewed by an independent
hearing officer by filling out the hearing request form on the reverse side of the decision letter.
You may select either an in-person hearing, or a hearing by written declaration. By selecting a Written Declaration

To schedule an Administrative Hearing by phone you can call the Customer
Service Hotline at the number below. The Customer Service Representative
(CSR) will submit a Hearing Request for you. Customer Service Hotline

You will be sent written notification of your Hearing time, date, and location.
There are two locations and you may select any location for your hearing.

In-Person Hearing Proceedings
Please plan to arrive 10 minutes early to sign-in and allow
time for unexpected travel delays.
You may bring any witnesses, records, or documents with you
that are applicable to your case.
Non-English speaking respondents are responsible for providing their own translator for the hearing.
Any additional documents, relating to the appeal of your citation
must be submitted at the time of your hearing. No extensions will
be granted to submit further documentation. Documentation will
not be returned.
Results of the hearing will be mailed to you at the address
provided.

to reschedule by contacting the City of West Hollywood in writing

no later than 2 business days prior to the scheduled date and time listed on your scheduled hearing appointment letter. Only one continuance will be considered.
Written Declaration Hearing Proceedings
A Hearing Examiner will review your Written Declaration. When your
hearing has been completed you will receive the decision by mail.
Hearing Payment Waivers
The City of West Hollywood allows individuals to request an administrative
hearing without first paying the fine, but only in cases where the
individuals can document that they meet the criteria as very low
income household.
This waiver does NOT cancel your fine. It simply allows you to schedule
a Hearing without first paying the fine required by state law.

You must complete the application in full and submit your most
current IRS tax filing, disability or welfare payment stubs. Failure
to complete the application and file the above information will
cause an automatic denial for the waiver of payment to have a
hearing.
If your hearing payment waiver is granted you will be scheduled
for a hearing or written declaration.
